Planning Phases/Tasks
FIU will work with city officials and corridor residents and stakeholders to develop the preliminary findings of the Task Force into an action plan for the corridor. FIU proposes a four phase planning initiative that will commence with community design building workshops in the corridor sub-areas of Little Haiti, Wynwood and Edgewater. The workshops will serve as an on-going vehicle for the community's active participation in the design of the FEC Corridor Action Plan.

Phase I - FEC Database Organization and Management
Phase I will include all necessary research, inventory, data collection and mapping for each element of the master plan. Specific Phase I tasks include:


Tasks:
a) collect, acquire and/or purchase existing spatial data sets for the corridor
b) incorporate necessary hardware, software, and databases into FIU's existing GIS management system
c) create a network GIS database design for access by project team members
d) collect and inventory all economic and market data for the corridor
e) conduct an asset mapping of the corridor
f) collect pertinent traffic data for the corridor
g) collect roadway improvement project information from FDOT, Miami-Dade and the City of Miami
h) develop streetscape photo inventory of the corridor

Phase II - Planning, Design and Development Assessments
Phase II will involve the creation of the GIS database technical support system for the project and assessments for each planning, design and development element of the action plan. Specific Phase II tasks include:

Tasks:
a) create and organize spatial data sets for the project
b) edit, create, derive and convert vector/raster spatial data sets for the project
c) manipulate and interpret spatial data sets
d) provide a Web search engine for all data needed and generated throughout the project
e) provide data modeling and analysis for the project
f) perform an economic base study of the corridor in accordance with EDA Comprehensive Economic Development Strategy (CEDS) Regulations
g) review and analyze existing zoning and development regulations
h) conduct an affordable housing infill market analysis of the corridor
i) conduct field observations on the vehicle circulation system including street layouts, roadway configurations and traffic conditions
j) identify priority streets including truck routes, main corridors, and access to I-95 and US-1
k) identify arterials that need improvements and determine level of improvements
l) perform a streetscape assessment of the main streets of the corridor including an inventory of physical and environmental problems. The main streets will be selected according to the outcome of the community workshops. Urban design futures such as trees, planters, benches, water features, sidewalks, pavers, curb treatments, trash receptacles, and street lights are considered part of the inventory
m) perform a public open space and recreation assessment of the corridor
n) provide mapping for an inventory and assessment of existing and potential historic, cultural and environmental preservation sites and districts

Phase III - Planning Concepts and Action Plans
Phase III tasks will be driven by the community design building workshops and the planning and development analysis performed in the prior phases of the study. Concepts and action plans will be submitted in draft format for subsequent presentation to the community and Task Force. Specific tasks include:

 

 

Tasks:
a) prepare vision statements for each of the corridor's neighborhood sub-areas
b) complete a draft economic development action plan of the corridor including "model block" redevelopment scenarios for the three corridor sub-areas
c) complete a housing affordable infill strategy for the corridor
d) prepare a transportation action plan for the corridor
e) develop a schematic streetscape action plan for the main streets of the corridor with an integrated public open space component
f) devise development and design regulations consistent with each action plan component
g) draft designation reports for potential historic sites and districts within the corridor
h) draft a business plan for the establishment of ongoing cultural activities within the corridor
i) provide recommendations regarding public open space and recreation within the corridor a detailed analysis and draft boundary revisions for updated environmental preservation districts within the corridor
j) provide community asset mapping for the FEC Corridor

Phase IV - Final FEC Corridor Action Plan
Phase IV consists of the delivery of the final FEC Corridor Action Plan following a period of presentations, deliberation and input by community residents and the FEC Task Force.

GIS database and mapping
FIU will provide the City of Miami a complete GIS database
including digitized and hard copies of all project mapping.

Concept Plans/Drawings
FIU will provide the City of Miami full size (min. 24 x 36) color concept plans/drawings developed during each phase of the action plan.

FEC Action Plan Document
FIU will provide the City of Miami with twenty-five 3-ring binders comprising the FEC Action Plan document to include: neighborhood vision statements, economic development action plan in accordance with EDA regulations, transportation action plan, schematic streetscape design action plan, schematic model block plans for each sub area (Edgewater, Wynwood, and Little Haiti), affordable housing infill strategy, draft designation reports, cultural enhancements business plan, draft environmental preservation district revisions, and proposed zoning and development regulations.

Phase III - Planning and Development Concepts and Action August 30, 2001 Plans.
